With reference to your Confidential despatch

of the 8th May, 1921, I have the honour to enquire whether you are yet in a position to consider the proposals regard- ing pensions which were put forward in my Confidential despatch of the 11th February, 1921.

2. I have referred in my despatch No.83 of even

date to the local rule whereunder an officer who is over

35 years of age at the date of first appointment is placed upon the temporary staff for purposes of pension; the reason apparently being that it is considered unfair that an officer who joins the service late in life should receive the full five years' tropical allowance. An extreme case

is that of the Mectrician in the Public Works Department who was appointed from the Royal Engineers at the age of 49 and has been promised a pension at three quarters the full rate when he reaches the age of sixty. This arrange- ment is not satisfactory and it would be unnecessary to continue it if the tropical allowance were abolished as proposed in the fourth paragraph of my Confidential despatch of the 11th February, 1921.
